Senate Republicans Support Trump's Proposal to Replace Affordable Care Act

US senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Impact of Federal Closure

The effect on US citizens from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

Trump's Proposal from Golf Course

As weekend session got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Multiple Republican senators praised the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We will replace this broken system with something that is actually better for the patient," one senator said.

Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Democratic lawmakers expressed alarmed responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another senator responded to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Ongoing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of moderate Democrats to end the shutdown in exchange for a future vote on the ACA subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and continue the payments for a year.

Another senior Democratic senator continued in arguing that Republicans should agree to a one-year extension of the payments before negotiating the future of the tax credits.

"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several analysts indicated that the essence of such a plan would eliminate the ACA's requirement that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that failed to secure enough backing in 2017.
